I move that the Mayor and Council authorize expenditures not to exceed $49,000 to Toole Design Group, $72,000 to Pennoni Associates, and $62,000 to SMC for the design of Lower Ward 1 Resiliency projects utilizing their existing contracts with the City.

Summary Background:
This is grant funded. In 2017, the City of Hyattsville obtained funding from the Maryland Department of Natural Resources Community Resiliency Grant Program to address flooding within Lower Ward 1. This includes the area surrounding Hyattsville’s Department of Public Works facility, the CSX railroad, and some older neighborhood communities with dead end streets. It is situated near the confluence of the Northeast and Northwest branches of the Anacostia River. Existing grey stormwater infrastructure is limited, and localized flooding is common after storm events. This study was presented and adopted by Council in late 2019.
In 2020 the City received funding from the Maryland Department of Natural Resources to construct the first project. This project is a submerged gravel wetland at the intersection of Charles Armentrout Drive and 42nd Place. This project was completed in July 2023.
In 2022 the City was informed that it would receive federal funding to complete the design of 8 more projects. In Spring 2023 the Council authorized an expenditure with Low Impact Development Center to coordinate the other consultants with existing on-call engineering and design contracts to complete the development and design of these additional plans.

Issue purchase orders and begin design work and outreach.
