I move that the Mayor and Council approve the FY25 Northstar Tutoring contract for tutoring and mentoring management services in the amount of $80,000 in support of the City’s teen and youth programming for students in grades K through 12, upon the review and approval by the City Attorney for legal sufficiency.

Summary Background:

Since 2018, Northstar has provided outstanding individualized tutor/mentor matching to our Youth Center students. This contract ensures the continuation of both in-person and virtual tutoring for a total of sixty (60) students in grades K-12 for FY25.

 

The program consists of summer and school-year tutoring services with a mentoring component. Throughout the year, City staff receive program reports to ensure the program meets the City’s needs. Program data for the 2023-2024 school year is expected in late July.

 

The summer tutoring program offers tutoring twice a week for six weeks to enhance and maintain students' reading, math, and writing skills while on summer break. Northstar uses assessments to tailor the summer materials for each student. In 2022, the summer program served 41 students (28 in person and 13 online). Of the 41 participants, 18 were new, and most of the participants continued into the school year. Approximately half of the students attended both tutoring nights each week. The summer program has continued in 2023 and 2024.

 

During the school year, in-person tutoring sessions are offered three days per week, with an online option. The sessions focus primarily on focus on assisting students with their homework, improving or maintaining grades, and providing mentoring. For the 2022-2023 school year, 54 students enrolled in tutoring: 37 in person and 17 online.

 

Overall, the staff believes the Northstar program has provided excellent service to the community and continues to meet the City’s program goals. Staff recommends approval of the FY25 contract to continue the program.
