I move that the Mayor and Council authorize the City Administrator to approve a contract between the City of Hyattsville Police Department and Verra Mobility for automated speed enforcement for a term of five (5) years at a cost not to exceed $305,000 annually. This contract has been reviewed and approved by the City Attorney for legal sufficiency.

Summary Background:

Our contract with our automated speed vendor, Conduent, expired on December 27, 2021 and the Department has been on a month-to-month basis for the past two months. Upon review and analysis, the Department has elected not to renew the contract with previous provider, Conduent and instead engage our automated red light enforcement vendor, Verra Mobility for a significant savings and improvement in services.  Verra Mobility will charge a discounted rate of $3,900.00 per camera, per month.  We are currently paying $6,000.00 per camera, per month with Conduent.

 

The City currently operates three cameras and has $305,000 budgeted annually for automated speed enforcement. The proposed contract with Verra Mobility will allow the City to continue to operate its three (3) existing cameras at the reduced fee and expand the program to allow for additional cameras under the current budget allocation. Additionally, cameras will require the purchase of equipment, which will come forward to the Council at a separate time.

 

Next Steps:

Approval and Execute Contract.

 

Fiscal Impact:

$3,900.00 per camera, per month. There is $305K allocated annually to the automated speed enforcement program.

 

City Administrator Comments:

Recommend Approval.  This is a significant cost savings.      

 

Community Engagement:

The locations of the cameras are published prior to operation and each camera has warning period prior to the issuance of infractions.
