Summary Background:

The West Hyattsville-Queens Chapel Sector Plan provides guidance for future development including design guidelines and land use recommendations. Sector Plan standards ensure development outcomes are supportive of the community’s goals in and around the West Hyattsville Metro Station, a Local Transit Center designated in Plan Prince George’s 2035.

 

A joint public hearing was conducted on October 11, 2024, which also concluded the public comment period.

 

On Thursday January 9th, MNCPPC presented their recommendations for remand, addressing the following concerns:

                     Compliance with the Housing Expansion and Affordability Act (HB538)

                     Compliance with CB-15-2024

                     Resident Displacement

                     Sustainable Development & Floodplain Mitigation

                     Single-family Neighborhood Zoning

 

In addition to the remand briefing, Director Hull of MNCPPC, will present on ADU’s and Missing Middle Housing. The Missing Middle Housing framework was introduced in the Staff Draft II update. In a letter dated August 6th, 2024, responding to the draft update, the City Council provided comments and recommendations to the Planning Board emphasizing the need for a comprehensive Missing Middle Housing study.

 

 

Next Steps:

As per the remand memo, if the plan is remanded, the testimony received at the 2024 joint public hearing on the second draft Sector Plan and SMA will also be evaluated for incorporation into a revised draft plan; MNCPPC staff’s goal will be to move through the plan process and produce a staff draft by the Summer of 2025.

 

The Missing Middle Housing study will commence in 2025 and conclude in 2026. This period will encompass project briefings, stakeholder engagement, housing program development and finalization of a pattern book.
