recommendation

I move that the Mayor and Council authorize the City Administrator to enter into the Washington Council of Governments Mutual Aid Agreement authorizing the Hyattsville Police Departmental to participate across jurisdictional boundaries to improve public safety in the National Capital Region.

end

Summary Background:

The Metropolitan Washington Council of Governments (COG) Mutual Aid Agreement (MAA) was created to authorize municipalities and other Federal, State, and local agencies to provide support in the National Capital Region when their participation is needed.  Support is typically requested to provide public safety assistance across interstate and intrastate jurisdictional lines and increase and preserve the safety and welfare in the National Capital Region (NCR).

Most recently, The District of Columbia has been selected to host WorldPride 2025, an event expected to attract a significant number of participants.  The Metropolitan Police Department (MPD) wants to ensure they have sufficient resources, visibility, and security for these events, while protecting citizens, visitors and businesses.   They have requested assistance from public safety partners to include the Hyattsville Police Department on Saturday and Sunday, June 7, 8, 2025, to support a series of events, including parades and conferences.  MPD will cover the cost of the salaries and meals for HPD who volunteer to participate.

This MAA is required to allow HPD to support this event and other events where additional public safety assistance may be needed.
