Summary Background:

Many cities are using American Rescue Plan Act funds to address the COVID-19 pandemic’s harmful economic and health effects. Hyattsville has decided to use its funds: to offset declines in revenue collections; to address the health, economic, and fiscal impacts of the pandemic and contribute to the economic recovery; and to start new long-term investments to address racial and economic inequities.

The American Rescue Plan Act of 2021 Coronavirus State and Local Fiscal Recovery Funds (ARP/CSLFRF) allows local governments to spend their allocations on eligible projects within four major expenditure groupings:

                     Addressing the COVID-19 public health emergency and its negative economic impacts

                     Premium pay for eligible workers performing essential work during the pandemic

                     Necessary water, wastewater, and broadband infrastructure

                     Revenue replacement for lost revenue growth.

Council authorization of the expenditure of ARPA funds.
