I move that the Mayor and Council adopt Hyattsville Resolution 2024-04, a Resolution of the City Council of Hyattsville, Maryland, whereby the City authorizes the submission of a grant application to the Federal Transit Administration’s Enhanced Mobility Program (INTRODUCTION & ADOPTION)

Summary Background:

In January 2020, the National Capital Region Transportation Planning Board (TPB) approved funding for the City of Hyattsville’s Enhanced Mobility of Seniors and Individuals with Disabilities grant program and TPB recommended that the City be awarded the total requested funding amount of $339,543.

 

The grant, administered by the Metropolitan Washington Council of Governments (COG), presents an opportunity for the City of Hyattsville to secure funding to enhance mobility options for seniors and individuals with disabilities by addressing barriers to transportation services and expanding available mobility services.  The program provides matching grants to incentivize the coordination of services.  The grant provides residents with an augmented mix of transportation options that are accessible, affordable and safe.  The availability of such mobility services can fill current gaps, enhance the well-being, independence, community engagement, and sense of dignity of our residents.

 

The grant will enable the City to purchase a 19-passenger, wheelchair accessible bus, hire an additional FT bus driver and initiate other steps to enhance transportation services for our community members.  The primary target population for the Mobility Options Initiative is older adults (persons 60 and older) and persons with disabilities who reside in the City of Hyattsville.

 

Delivery of the new bus under the 2020 grant program was delayed due to COVID-19 and supply chain issues with manufacturing of parts.  This bus is expected to be delivered in late 2023/early 2024.  The TPB has released an opportunity to apply for this grant program again in FY24, with a filing deadline of late September 2023.  Application and receipt of this new grant award in an amount not to exceed $350,000 would allow the City to continue funding the operational and capital expenses and provide an additional bus that is expected to be delivered in 2025 and further enhance and support the City’s transportation efforts.

This document provides a brief description of the purpose of the City of Hyattsville’s Enhanced Mobility Options Initiative, and authorizes the City to enter into a contract with COG for a Federal Transit Administration (FTA) grant, approve the local match funding, and agree to comply with Federal Requirements.
