I move that Mayor and Council authorize the City Administrator to enter into an MOU with the U.S. Attorney’s Office, Metropolitan Police Department, and the City regarding the Presidential Inauguration on January 17, 2025, pending legal approval.

Summary Background:

On Monday, January 20, 2025, the 60th Inauguration of the President of United States will be held in the District of Columbia.  The Metropolitan Police Department (MPD) is the primary law enforcement agency responsible for ensuring the safety of the participants and the public during the Inaugural Parade, assisting the United States Secret Service with the perimeter and traffic control for the Parade and White House security footprint, as well as security for the Inaugural Balls.  Due to the number of resources required to host and protect the Inauguration in the Nation’s Capital, MPD, has requested the assistance of police departments in the DMV to include the Hyattsville Police Department (HPD).

Historically, public events of national and international importance draw large and enthusiastic crowds to the District of Columbia.  Therefore, HPD will work in partnership with uniformed MPD officers providing increased uniformed law enforcement visibility during Presidential and dignitary motorcades, the Inaugural Parade, the security footprint, and the subsequent Inaugural Balls.

HPD has assisted MPD with previous Inaugurations to provide additional law enforcement resources which are needed to ensure the safety of the attendees. HPD is expecting to send between ten (10) and fifteen (15) officers to assist on January 21, 2025, but the number of HPD officers sent to assist could fluctuate based on the needs of the City of Hyattsville and/or MPD. As in previous Inaugurations Hyattsville will be responsible for the initial costs of personnel working the event but will be reimbursed by the District of Columbia for those costs.

The MOU outlines the mission of the Presidential Inauguration Task Force (PITF) in the Washington, D.C. area from Friday, January 17, 2025, through January 21, 2025. Additionally, this MOU defines relationships between the U.S. Marshals Service, MPD and the City of Hyattsville, as well as other participating agencies with regard to policy, guidance, utilization of resources, planning, training, public relations and media in order to maximize interagency cooperation.
