recommendation
I move the Mayor and Council authorize the City Administrator to execute an IT managed services agreement with Dataprise Inc., 3700 Koppers Street, Suite 520, Baltimore, MD, 21227 for a term of 12-months to include non-recurring and recurring costs and not to exceed $238,000. This agreement reduces the annual costs of contracted IT managed services by 56%.

Summary Background:
Since 2018, the City has contracted for information technology resources, including but not limited to a Virtual CIO (vCIO), remote dedicated managed support, on-site support, 24/7 help desk licensing. The term agreement has expired and automatically transitioned to a month-to-month service agreement, per the terms of the contract.
The new one year contract will include but not limited to Virtual CIO (vCIO), remote dedicated managed support, on-site support, 24/7 help desk and licensing, Cyber security assessment, modeling, active monitoring, and incident response, 402 remote managed service (Help Desk Services) to include the Police Department (sworn and non-sworn), additional dedicated on-site and remote hours to support both Administration and the Police Department operations, unlimited cloud data storage and Azure Active Directory, and reduced and limited per hour charges for on-site vendor employees.
The City recently hired a full-time IT Manager to oversee all IT related activities in-house and to begin the process of transitioning away from a fully integrated IT managed services contract down to a limited managed services agreement. This transition period will be about 24 months or less, and the goals of the transition are to reduce the monthly footprint, and annual costs of a fully integrated contracted services agreement to include a reduction and limited charges for on-site vendor employees. Thus, relying on the full-time IT Manager to address the core IT related activities on daily basis. The estimated annual reduction in costs from the expired agreement to this new agreement will yield approximately $295,000 in annual savings.
Next Steps:
No additional action is required.
Fiscal Impact:
The monthly recurring cost will depend upon the number of active user accounts and licenses, and the estimated monthly recurring cost is projected to be $19,318 and a onetime non-recurring cost of $6,145 are included in the FY25 IT Department operating budget.
