I move that the Mayor and Council amend the FY25 Special Revenues Funds Budget to appropriate $45,464.73 in National Opioid Settlement Funds. These funds can only be used to serve the purpose of Opioid Remediation as set forth in the National Opioid Settlement Agreement and the State of Maryland Opioid Subdivision agreement with local jurisdictions.

Summary Background:
The City of Hyattsville participated in a national class action lawsuit against manufacturers and distributors. The settlement negotiations with Johnson & Johnson, Amerisource Bergen, Cardinal Health, and McKesson have resulted in national settlements that will be distributed to states, subdivisions, counties and municipalities annually as settlement is reached and according to the terms of the agreements.
As part of the settlement agreements, the City has received $45,464.73 to date. Funds may only be utilized for opioid remediation, defined as the following:
• Care, treatment, and other programs and expenditures (including reimbursement for past such programs or expenditures, including amounts paid to any governmental entities for past expenditures or programs) designed to:
o address the misuse and abuse of opioid products,
o treat or mitigate opioid use or related disorders, or
o mitigate other alleged effects of, including on those injured as a result of the opioid epidemic.
• Qualifying expenditures may include reasonable related administrative expenses.
The City plans to utilize the funding received for the following items and activities:
1. Continue to grow and develop the Narcan training program. This has expanded into the City serving as a pilot for the Prince Georges County offering the Narcan training in Spanish. The goal is to increase access and treatment in our Spanish speaking community. The City may offer stipends for those staff members who take the training and teach the classes.
2. Partnership with FUMC to participate in their Tuesday outreach to include lunches and distribution of information relevant to helping those with various needs including addiction.
3. Implement Hyattsville Cares days in various troubled areas of our community. The first Hyattsville Cares Day is on Saturday, September 14 in the Queens Chapel Road area. Funding will be used to clean / prepare the lot, to pay any overtime, and to provide lunch meals for those citizens who come to receive information on addiction resources and other support services. After the initial Hyattsville Cares day, staff will evaluate the program and determine next steps and additional activities and programs eligible for funding under the opioid remediation fund guidelines.
4. The City has been working with the Prince Georges County Health Department and intends to participate in their subcommittees currently being established. Our goal is to capitalize on partnerships, and identify other best practices to ensure outreach, education, access, and prevention.
