Change Order to JMT for 3505 Hamilton Street Construction Administration, Construction Management, Third Party Inspection, and Commissioning

I move the Mayor and Council authorize the City Administrator to execute a change order to the Johnson, Mirmiran, & Thompson (JMT) contract for construction administration, construction management, third party inspection, and commissions for the 3505 Hamilton Street Public Safety Building Adaptive Reuse Project. The change order will increase the project cost by $500,000, increasing the total expenditure for the JMT contract from $4,750,000 to $5,250,000. Additionally, the change order will extend the contract expiration date to February 4, 2026. The Treasurer is authorized to make the budget amendments necessary to facilitate this expenditure.

Summary Background:

 In the Spring of 2016, JMT was awarded a contract for the planning, design, construction oversight, and inspection of what is now called the 3505 Hamilton Street Public Safety Building Project. In 2017 Architectural and Engineering work was authorized by the Council. In March 2022 the building construction was solicited and procured and JMT was contracted to provide Construction Administration, Construction Management, Third Party Inspections, and Commissioning and their contract was increased to not exceed $4,750,000.

 

During the course of construction there have been delays related to the adaptive reuse of an existing building which resulted in additional work and change orders to the contractor as authorized by Council. This has added approximately 10 months to the previous schedule resulting in the need to extend JMT’s previously authorized work through the end of construction, commissioning, startup, and full occupation of 3505 Hamilton St by the Hyattsville Police Department.  This additional work is estimated not to exceed $500,000 in addition to the previous authorization of $4,750,000. This will bring the not to exceed value of the contract to $5,250,000.
