Summary Background:

Technological advances in the field of artificial intelligence (AI) are growing rapidly, leading to both opportunities and challenges for local governments. AI technology has the potential to benefit the City in many ways including improved operational efficiencies and service delivery to residents.

Examples of the benefits of AI use for local government include:

Reducing time spent on routine tasks such as the creation of memos or regular reports.

Translation of text and audio into multiple languages.

Improved decision making through the analysis of publicly available data.

Assisting in the development of content such as emails, social media posts, and policies and procedures.

While the benefits of this technology may be significant, they do not come without risks. Risks related to the use of AI include:

AI may create output that is inaccurate or biased.

The use of AI may create data security risks.

It is the City’s responsibility to ensure that its use of AI technology is done so in a secure, ethical, equitable, and transparent manner that aligns with the City’s values. It is clear that there is a need for a thoughtful and deliberate approach to integrating AI tools in Hyattsville.

To ensure a responsible approach to the use of AI, the City will take the following initial steps.

The City’s interdepartmental IT Committee will research and draft guidelines for the use of AI. These guidelines will be presented to Council for review and adoption when complete.

City staff will begin participating as members of the GovAI Coalition and providing training to staff members on responsible use of AI.

The City will launch an informational page on the City’s website to ensure that use of AI technology in City operations is clearly disclosed to residents.

The City will launch an initial pilot of low risk AI tools this Spring/Summer. The IT Committee will monitor and evaluate the effectiveness of these tools.

Next Steps:

Council discussion and feedback.

Fiscal Impact:

TBD. There is no fiscal impact to joining the GovAI Coalition. Adoption of AI technology tools will have a budgetary impact, but that amount is unknown at this time.

City Administrator Comments:

The staff has been participating in workshops and meetings with subject matter experts to discuss advantages and the secure integration of AI technology in decision making, data capturing and repetitive and routine tasks.  This presentation provides a good introduction and overview of benefits and next steps.

Community Engagement:

The City will publish information on its website regarding the City’s use of AI technology to share information on any AI tools in use by the City and publish the City’s AI guidelines.

Strategic Goals:

Goal 1 - Ensure Transparent and Accessible Governance
