I move that the Mayor and Council amend the FY21 budget to accept and appropriate grant funding from the Maryland Department of the Environment in the amount of $259,900 for the purchase of an Electric Shuttle Bus after review from the City attorney to ensure legal sufficiency.

Summary Background:
In May of 2019, the City submitted a grant proposal to the Maryland Department of the Environment for inclusion in Maryland's Volkswagen Mitigation Plan. The mitigation plan provides funding to replace diesel-based transportation platforms such as buses, trucks, and the like with zero emission all-electric transportation platforms. Hyattsville is requesting $259,900 to replace one diesel shuttle with a new all-electric shuttle bus and charging station. The replacement unit will utilize Champion as the shuttle bodybuilder and will be powered by Motiv Power Systems newly advanced all-electric Ford chassis that is Ford Qualified Vehicle Modifier (eQVM) approved, and California Air Resources Board (CARB) certified. The new unit will provide 100% reduction in Nitrogen Oxides (NOx) emissions, 100% reduction in harmful Particulate Matter (PM2.5), and Carbon Dioxide (CO2) emissions. The replaced vehicle will be destroyed as required by the program. The total cost of this project is $390,900 and is eligible for 80% funding. Hyattsville and The Electric Vehicle Institute (EVI) will provide a cost-share of 20%. This project will positively impact underserved residents of the City of Hyattsville, both seniors and students. One of the proposed routes will support senior residents with disabilities by offering transportation services to medical appointments, pharmacies, and grocery stores.
