I move the Mayor and Council direct the City Attorney to draft changes to City Code Chapter 113 as recommended by the Code Compliance Advisory Committee.

Summary Background:
In the summer of 2021, the Code Compliance Advisory Committee sent a memo to the City Council to update outdated language in the City Code Chapter 113 related to the fining and impoundment of junk and abandoned vehicles. This revision also increases the fine for improperly parked junk vehicles at commercial businesses from $200 to $400, which the committee agreed was a more substantial fine for the offense.

City Administrator Comments:
Recommend Approval. There may be other revisions required to Chapter 113, however, fully support the Code Compliance Committees recommendations outlined in this motion.
The attached memorandum also includes recommendations regarding animal control as they were part of the original memorandum submitted in 2021. The recommendations have already been acted upon. The City hired an Animal Control Liaison in FY23.

Should a change to the City Code be made, the Communications team will coordinate with Code Compliance to ensure public notice is made via the City’s communications channels.
