I move that the Mayor and City Council amend the FY25 Special Revenues Funds budget to accept and appropriate the MWCOG-HAPP grant in the amount of $59,000 for the feasibility and planning analysis of preserving or expanding the affordability of 4 market affordable rental communities in West Hyattsville.

Summary Background:
In June of 2024, staff applied to MWCOG for the competitive HAPP grant. The purpose of this grant is to consider ways to preserve and or expand housing affordability at or near transit-rich locations throughout the region. Preserving and expanding housing affordability is a key, overarching goal of the City's "Housing Action Agenda" and a component of the draft West Hyattsville Queens Chapel Sector Plan. The objective of the City's HAPP grant application is to consider ways to preserve and expand housing affordability of 4 rental communities (1,108 apartments) in West Hyattsville that are located near 2 metro rail stations as well as other transportation and community amenities. In October of 2024, MWCOG awarded a HAPP grant of $59,000 to the City of Hyattsville to complete the proposed analysis.

Next Steps:
Accept the grant and commence the procurement of professional services needed to determine the feasibility of affordable housing preservation and expansion.
