I move that the Mayor and Council ratify the City’s contracts with Baker & Hostetler LLP and FTI for cybersecurity incident response, IT forensic analysis, legal and communications support.

Summary Background:
On Thursday, August 29 the City detected suspicious activity on one of its computers. In response, the City strategically and proactively disconnected certain systems and commenced an investigation with Baker Hostetler and FTI to verify the security of the City’s IT systems.
During the initial phase of the investigation, the internet in the City building was turned off, however services to the community continued without disruption. Some administrative employees worked remotely, and police services continued utilizing mutual aid agreements if/as needed. Internet was restored on September 9. However, the investigation and data analysis are ongoing.
Under the emergency authorization authority in City Code §6-29(c), City Administrator Douglas signed contracts with Baker Hostetler and FTI. These firms were referred to the City by the City’s IT/cyber insurer and services are eligible for reimbursement.

Ratify contract.
Fiscal Impact:
TBD. Expenses are reimbursable under the City’s IT insurance policy.
