I move that the Mayor and Council authorize the City Administrator to issue a change order to Johnson Controls for an expenditure not to exceed $310,000 for the installation of security cameras and an access control system at 4310 Gallatin St under their existing contract with the City. The Treasurer is authorized to make the necessary budget amendments to facilitate this expenditure from American Rescue Plan Act (ARPA) funds.

Summary Background:
In 2023, the Council approved a contract with Johnson Controls for the design and installation of a Citywide security camera system. Also, in 2023 the Council approved an ARPA spending plan with $200,000 for City Facilities Security Upgrades. In preparation for the police relocation to 3505 Hamilton St it is necessary to consider upgrading our security system. The first phase of these upgrades is replacing the antiquated or inoperable store bought security camera system in the City Building at 4310 Gallatin Street. In addition to the security cameras, the doors and door hardware needs to be replaced and a keyless access control system installed. During the last power outage, the door lock system failed and the staff cannot enter or exit the building. This is an extreme safety hazard.
The security cameras and keyless access control system are currently being used at the new Public Works facility and will be installed at 3505 Hamilton Street. Ultimately, all City facilities will be on a compatible security camera and access control system, allowing the Police Department to be able to monitor all city building cameras from a central location.
