Lease of 4631 Baltimore Ave for Potential Environmental Depot

Suggested Action:

I move the Mayor and Council authorize the City Administrator to negotiate and enter into a lease for 4631 Baltimore Ave to be a drop off site for residents and the potential site of the Hyattsville Environmental Depot. An expenditure not to exceed $45,000 is authorized for the first year of the lease to be funded from the Public Works FY25 budget. The Treasurer is authorized to make the budget amendments necessary to encumber this expenditure.

Summary Background:
In the fall of 2021 the City received a grant from the Chesapeake Bay Trust to develop a concept for an environmental depot in order to assist the City in educating residents and collecting hard to dispose of items to divert them from the landfill. The Concept was presented to Council in April 2022, and staff began developing a plan to make it a reality. In FY23 the Council added the Environmental Depot to the list of projects to receive APRA funding. The City also applied for an EPA funded grant in FY23, while the City did not receive the grant, the project was highly rated by the EPA and will be resubmitted in 2024. In addition to EPA funding, the City is pursuing Congressionally Directed Funding which was advanced by Representative Ivey to the House Appropriations Committee for consideration. In January 2024 the Council authorized APRA funding to evaluate real estate options for the location of the depot. One of the locations evaluated was 4631 Baltimore Ave. There are several advantages to this property as it is adjacent to the Department of Public Works, and has two separate vehicle entrances making it easier to hold drop off events for residents.
