I move that the Mayor and Council authorize the award of a one (1) year contract, renewable by the City Administrator for up to four (4) additional years, to Professional Lawn Maintenance Services, for leaf collection at an annual cost not to exceed $40,000, upon the review and approval by the City Attorney for legal sufficiency.

Summary Background:
In August 2024, City staff solicited an RFP for leaf collection. The only proposal received was from Professional Lawn Maintenance Services (PLMS). PLMS has had a positive working relationship with the City in the past.
Prior to the pandemic the City hired temporary staff to augment City staff during leaf collection season. During the pandemic the City began contracting for a self-contained crew to provide leaf collection services. PLMS provides their own equipment, which reduces wear and tear on City equipment and annual maintenance costs. Utilizing PLMS to assist in leaf collection will provide better service to residents and be more cost effective.
We are requesting the Council approve a contract with PLMS, cost NTE $40,000 annually.
