Summary Background:
The City of Hyattsville, like many communities across the country struggles with officer recruitment. Many officers have indicated that travel distance and housing affordability in our area is challenging. The Police Officer Recruitment Rental Incentive Program would allow the City to provide new officers with a rental assistance grant to live in or closer to the City of Hyattsville. The grant would be up to $500/month to landlords, with a maximum payment of $6,000 annually to eligible police officers who relocate to the HVL area. Funding in the amount of $80,000 will allow the City to offer grants to 13 new police officers who are interested in accepting a job with the City. To be eligible for assistance, the new officer must be a City of Hyattsville Police Department employee at the time the grant is awarded and sign a commitment letter (TBD). This pilot program would be open to new recruits and lateral moves. City funds for this pilot program would be awarded on a first-come, first-served basis, for a one-year period or until funds run out. Funds may be used for apartments or rental units located within a 5-mile radius of the Hyattsville City limits. To be eligible for the grant program, Police officers must submit an "Application for Funds". The staff will review the "Application for Funds" and provide written confirmation of the award decision. Grants will expire 12 months from the date of the award. Participating police officers will be asked to complete a short survey at the end of the program. Staff will conduct periodic program evaluations throughout the pilot year and make a recommendation on whether to continue the program.
