Purchase of Park and Playground Equipment for the Trolley Trailhead Park project - ARPA Funded

I move the Mayor and Council authorize the City Administrator to enter into an agreement with Playground Specialist for the furnishing and installation of park and playground equipment for the Trolley Trailhead Park project, current referred to as "The Spot", for an encumbrance of $250,000. This will be funded using American Rescue Plan Act (ARPA) funds as previously authorized by Council, and the Treasurer is authorized to make the budget amendments necessary to facilitate this expenditure.

Summary Background:
In March 2023 the City proposed The Trolley Trailhead Placemaking project for the City owned parcels on Hamilton St where it connects to the Rhode Island Ave Trolley Trail. The City had previously been awarded $681,000 in Maryland Department of Housing and Community Development (DHCD) funding initially towards a proposed parking garage on Hamilton St and later modified for a transit oriented project. City staff were able to create the Trailhead placemaking project to meet the requirement of the funding, and working with the City's consultants developed a concept with an estimate cost of approximately $1 million dollars. In May 2023 the Council approved ARPA funding of $250,000 to help close the gap between the estimate and the DHCD funding. The City's consultants kicked off the public outreach portion of the project on Trolley Trail Day in June of 2023 and completed a concept that was presented to Council in Fall 2023. The Council approved a contract for the engineering, design, and permitting of a project based on the concept presented, which was the basis of the design for which this equipment is being purchased.
