I move that the Mayor and Council authorize the City Administrator to execute a change order to the Toole On-Call Transportation Design and Engineering contract and to the SMC and Low Impact Design Center On-Call Environmental and Stormwater Design and Engineering contracts to increase the contract value not to exceed $750,000 and to add 2 additional option years.

Summary Background:
In the Fall of 2019, the City solicited two Requests for Proposal (RFPs), one to provide on-call transportation design and engineering services and the other to provide environmental and stormwater design and engineering to the City. Toole was one of two firms selected to receive a transportation contract, while SMC and Low Impact Design Center were selected to receive an environmental and stormwater contract, all of which were awarded in January 2020. Since that time the number of projects has increased beyond initial estimates. In the past several months the City has received several traffic calming petitions from residents throughout the City, this is in addition to the West Hyattsville Road reconstruction projects, the projects recommended by the 2018 Citywide Transportation Study, and the Lower Ward 1 Sustainability Study. All vendors may be participating in FY23 Council initiatives, and there may be additional projects that arise from the American Rescue Plan Act and the recently passed federal Infrastructure funding bill. In addition, projects related to federal and State stormwater funding may become available to the City. This change order will allow City staff to use our current contractors to provide support for projects as they are approved and funded over the next several years.
