I move that the Mayor and Council adopt Hyattsville Resolution 2021-05, a Resolution whereby the City Council declares a vacancy on the Council in Ward 1, notifies the Board of Supervisors of Elections (Board) to fill the vacancy, and declares the City’s 2021 special election for Ward 1 to be a Vote-by-Mail election.

Summary Background:
The City’s Biennial election held in May 2021 yielded a vacancy in Ward 1. A special election will be held to fill the remainder of Kevin Ward’s term through May 2023.
Based on the successful completion of the City’s first Vote-by-Mail election and the significant increase in voter turnout, the Board of Supervisors of Elections recommends the City Council designate the special election as a Vote-by-Mail election.
The Board has designated Election Day as Tuesday, September 14, 2021. The Board is in process of securing vendors for the special election. Candidate registration is tentatively scheduled to open on Monday, July 5 and close on Friday, July 23.
Next Steps:
The Board and City staff will proceed with planning and executing the Ward 1 Special Election.
Fiscal Impact:
The FY22 Election budget is approximately $50,000.
