Storm Drain Design and Analysis project for County Acceptance and Reimbursement

I move that the Mayor and Council authorize an expenditure not to exceed $15,000 to Low Impact Development Corporate for the analysis and design of required upgrades to the storm drain infrastructure in the area between 42nd Ave and Queens Chapel Road from East to West and Queensbury Rd and East West Highway from North to South, under their existing contract with the City.

Summary Background:
Over the years, the City has received complaints about flooding in the alley between 42nd and 41st Avenues. The City has been working with Prince George’s County to determine ownership of the drains and effect repairs and/or upgrades. It was determined that the storm drains in this area were not accepted by Prince George’s County during the transfer from Washington Suburban Sanitary Commission (WSSC). The County will accept the storm drains and the responsibility of maintenance for them if the City upgrades them to the County minimum standard. In addition, the County will reimburse the City for the cost of the upgrades after they have been accepted. This project is for Low Impact Design Center to prepare the feasibility and cost estimate that will be used by Prince George’s County to prepare a Memorandum of Understanding (MOU) that will come back to the Council later this year for approval.
Next Steps:
Negotiate an MOU with Prince George’s County for approval at a future Council meeting.
