I move that the Mayor, with Council approval, appoint Juan Castillo and Erin Payne to the Board of Supervisors of Elections to fill two (2) vacant positions on the Board for a term to expire on January 12, 2023.

Summary Background:
The Board of Supervisors of Elections was established by City Charter to manage all conduct pertaining to City elections. The five (5) members are appointed to four (4) year terms by the Mayor and approved by the Council. There are currently two (2) vacancies on the Board from retiring members Bessie McLean and Ann Frankle, both of whom left the Board in 2021 after many years of service to the City.
Mr. Castillo and Ms. Payne have both served as election judges for the City and are highly qualified and experienced candidates for appointment to the Board (applications attached). The Board of Supervisors of Elections met with both candidates to discuss joining the Board in November 2021 and the Board wholeheartedly supports these appointments. Mr. Castillo and Ms. Payne will complete the remainder of the terms left vacant by Ms. McLean and Ms. Frankle and will be up for re-appointment for a four (4) year term in January 2023. The terms for the Board of Supervisors of Elections are dictated in City Charter, Section C4-2.

Board members are paid $750 annually, funds are included in the Elections budget.

Meetings of the Board are open to the public. Additionally, the Board conducts various outreach events for voters and candidates throughout the year.
