Summary Background:

The City’s procurement code was last reviewed in 2012 and has not kept pace with best practices for procuring goods and services or inflation. Updating is particularly needed concerning reporting requirements and electronic purchasing methods. The City staff has been working with the City Attorney to update the Code to ensure greater transparency when negotiating contracts and purchases and handling City government funds. The recommended updates will codify reporting requirements, and provide for an efficient, equitable, and cost-effective system of public procurement that maximizes purchasing value.

 

Next Steps:

Public notice is required for the proposed Charter Amendment, and after discussion with Council, new procurement code language will be presented to the Council for adoption.

 

Fiscal Impact:

The fiscal impact may be minor but would include savings from streamlined processes and increased vendor competition.

 

City Administrator Comments:

For presentation and Council discussion. Recommend approval of the updated procurement policy.

 

Community Engagement:

Public notice will be made regarding the proposed Charter Amendment and the public is encouraged to comment on the provisions of the proposed Charter Amendment and Procurement Code. The new Procurement Code will be easier for the public and vendors to access and transparency regarding purchases made will be increased and required under the new Code language.
