I move the Mayor and Council authorize the City Administrator to enter into a memorandum of understanding (MOU) with the Maryland Department of Transportation - State Highway Administration (MDOT-SHA) for the maintenance of grass medians on MD500 Queen’s Chapel Road and MD410 - East-West Highway. The City will provide mowing services and be reimbursed by MDOT-SHA an amount not to exceed $63,138 over the 3-year life of the agreement, pending legal review.

Summary Background:
MDOT-SHA is responsible for the maintenance of medians along MD 500 - Queen’s Chapel Road and MD410 - East-West Highway. Currently MDOT-SHA only maintains the medians 4 times a year. In between maintenance the medians get overgrown with tall grass impeding visibility for drivers and pedestrians and creating potentially unsafe conditions. The City has requested additional services in the past with varying amounts of success. MDOT-SHA does not have the staffing to maintain the medians more frequently and has offered to enter into an MOU with the City to provide this maintenance. This would allow the City to have greater control over the appearance of the medians which are 2 of the main routes bringing people into the City.
