Creation of an Audit Committee
end
Suggested Action:
recommendation
I move the Mayor and Council establish the Audit Committee to review City audits and provide recommendations to the City Council.
end
Summary Background:
Community feedback during the FY24 and FY25 budgeting process revealed a desire for resident participation in the auditing process to ensure trust in the fiscal responsibility of the City of Hyattsville, especially as the City has contracted a new independent auditing firm and is completing delinquent audits.
This item was discussed at the Council Meeting on December 2, 2024. Based on Council's feedback, the committee worksheet was revised and formatted to match existing committee worksheets. The term "ex-officio" was replaced with "liaison" to align with terminology used in other committees. Additionally, procedural items such as agenda/minutes submission, quorum requirements, committee member removal, and procedures for media inquiry responses were removed as these items are covered by the committee handbook. An updated committee worksheet is attached.
Next Steps:
Upon the adoption of the committee worksheet, City staff will begin recruiting committee members for appointment by the City Council. The Council must also appoint 1-2 councilmembers to act as liaisons to the committee. The City Treasurer or their designee will serve as the staff liaison.
Fiscal Impact:
There may be costs associated with having the City auditor and/or Financial Advisor attend committee meetings.
City Administrator Comments:
Recommend support. Councilmember Strab has worked with staff to develop the committee worksheet.
Community Engagement:
Committee openings will be advertised via the City's communications channels.
