I move that Mayor and Council authorize the City Administrator to approve the CapWIN membership annual cost of $11,370.

Summary Background:
The Capital Wireless Information Net (CapWIN) is a program located in the University of Maryland’s Center for Advanced Transportation Technology (CATT) that was created by law enforcement, fire/EMS and transportation agencies in the Washington, DC, Maryland, and Virginia area to advance data communications across agency, jurisdiction, government, and discipline boundaries. It allows officers to better collaborate with surrounding jurisdictions.
The City entered into an agreement with CapWIN in May, 2022 for patrol officers. CapWIN has a per device fee schedule, plus an annual fee of $560. Initially, the Department elected to only include 38 of the patrol’s laptops to get access to the software (4 devices free, payment for any device over the initial 4). The yearly fee for CapWIN was $8,364 (4 devices free, plus the annual fee of $560, plus 34 devices at $246/per device).
The Department is now seeking to get all 50 laptops access to the software for all sworn personnel. In doing so, the yearly fee will be $11,370 (4 devices free, plus annual fee of $560, plus 46 devices at $235/per device).
