ARPA: West Hyattsville Green Alley Stormwater Design and Construction

I move the Mayor and Council authorize an expenditure to SMC not to exceed $121,000 to the inspection, engineering, design, and construction of stormwater improvements in the alley parallel to Hamilton Street between Queen's Chapel Road and Ager Road, hereafter called the West Hyattsville Green Alley. This work will be funded using American Rescue Plan Act (ARPA) Funds as previous approved by Council. The Treasurer is authorized the to make the budget amendments required to encumber the funds as authorized.

Summary Background:
In 2023 the City Council authorized the use of APRA funds for the stormwater, safety, and placemaking improvements to Alley #28 under the name Ager Road/Queen's Chapel Alley Pedestrian Safety Improvements. Council authorized the Neighborhood Design Center (NDC) to conduct public outreach and develop a concept for alley improvements. The project name was changed to West Hyattsville Alley Improvement Project and the alley is currently referred to as the West Hyattsville Green Alley to provide a name that more accurately represents the location and goals of the project.
In addition to the work being performed by NDC, the City's GARE team has been involved in outreach and study of the needs of the unhoused population in the area of the alley. NDC is using the GARE team study and public input to prepare a concept design that will be presented at a public meeting at the end of June. Knowing that stormwater and a green alley are a significant factor to the project, SMC will begin their inspection and evaluation of the site to provide additional information to NDC as the concept is completed.
