I move that the Mayor and Council authorize the City Administrator to enter into a services contract with Lars DeSalvio to serve as the City's IT consultant for a one-year term, with an additional one-year term option, not to exceed 24-months, at a term cost not to exceed $78,000 annually, upon legal review and sufficiency.

Summary Background:
The City Council previously authorized the City Administrator to enter into a contract with a consultant to conduct an IT Assessment of the City's IT infrastructure, security, contracts equipment and services. On August 18, 2022, after a competitive process, the city selected Mr. DeSalvio. Mr. DeSalvio conducted a thorough evaluation and assessment of the City's processes, equipment, software, and on and off-site support. The assessment was completed in February 2023 and the City is prepared to implement the recommendations.

The City Administrator is prepared to extend the contract with Mr. DeSalvio with modifications. The contract is for a one-year term with an authorization to extend for an additional year to assist the staff in prioritizing and executing the assessment recommendations. Recommendations include recruiting and hiring a full-time IT Support Technician, drafting policies, reevaluating the current IT support contract, advising on hardware, software and network infrastructure, supporting mobile device management initiatives, advising on disaster recovery and incident response efforts, and other areas identified in the IT Assessment Report.

Upon Council approval, staff will move forward with the contract.
