I move that the Mayor and Council authorize the use of American Rescue Plan Act (ARPA) funds in an amount not to exceed $230,000 to cover the salary and benefits for a Deputy Director of Environmental Operations and for consultant and subcontractor fees for evaluation, design, and construction of ARPA funded projects.

Summary Background:
The staff, Mayor and Council identified over 30 projects to be completed using American Rescue Plan Act funding. The funding must be encumbered by Dec 2024 which gives approximately 18 months for planning, design, management, and execution of new projects. The proposed projects cannot be accomplished without additional and dedicated senior staff. The Director and Deputy DPW do not have the capacity to manage ARPA projects. The staff will recruit and hire a Deputy Director for Environmental Operations to assist with the planning and execution of ARPA-related projects. The new Deputy Director for Environmental Operations’ salary of approximately $165K for 18 months and will be covered using ARPA funds. Approximately $60K will be used for staff, consultant, and subcontractor costs for project evaluation, outreach, design, development and execution of ARPA related projects. Legacy costs are expected to be $130K to $150K annually for the ongoing management of new projects.
