Authorization of Agreement with Hyattsville CDC for Community Outreach

I move that the Mayor and Council authorize the City Administrator to enter into an agreement with the Hyattsville Community Development Corporation (CDC) to partner in conducting outreach to residents in the community who have not yet received the COVID-19 vaccination, subject to review for legal sufficiency by the City Attorney.

Summary Background:
The City is presently operating a COVID-19 vaccination site in partnership with Luminis Health and First United Methodist Church. We have reached a point in our efforts where we need to place special emphasis on connecting with our Spanish speaking and “harder to reach” populations. Hyattsville CDC has developed an outreach methodology for our community that has proven effective in previous undertakings such as the 2020 Census. We have twice field tested this methodology and are prepared to fully implement.
The Hyattsville CDC has a long, and well established, partnership with the City of Hyattsville and are best suited to perform this work.
Next Steps:
Once approved, Hyattsville CDC will hire and organize the team under the lead of the Executive Director and his staff. The Emergency Operations Manager will act as the City staff liaison.
Fiscal Impact:
This measure will be facilitated with grant funding from the Federal Emergency Management Agency (FEMA).
