I move that the Mayor and City Council adopt Resolution 2025-02, formally dedicating Parcel V, a 2.0447 ac. parcel, of which includes a recreational facility and a 0.86 ac. woodland conservation area, to be used and maintained as a public recreational park.

Summary Background:
The Landy Project is located in the northwest quadrant of the intersection of Toledo Terrace and Belcrest Road, north of the existing Plaza Towers and south of the Northwestern High School.
The subject project received Planning Board approval on November 8th, 2018, and was approved for the construction of 331 single-family attached (townhouse) lots, including streets/alleys, on-street parking, stormwater management systems, micro-bioretention pond(s), perimeter fencing, sidewalks, share-use trails and a recreational facility.
The on-site recreational facility includes :
* Master Plan multi-use trail;
* Shade structure at overlook with seating amphitheater;
* Shade structure at open play area;
* Open Play area;
* Preschool play equipment; (5)
* 3 Bike Racks
* 2 Pet waste stations
* 16 benches distributed around the edges of the various play areas.
* Vegetative Landscaping
Currently the recreational facility is privately owned and maintained by the Gateway West HOA. At the time of the detailed site plan approval the developer indicated their desire to dedicate the recreational facility to the City for use as a future public park.
Prior to dedication, the recreational facility and associated equipment must be in good condition and meet standards as approved by Prince George's County Department of Permits, Inspections and Enforcement (DPIE) and the City Department of Public Works. D...
