I move that the Council authorize the Mayor to send a letter in opposition to CB-053-2024 to the Prince George’s County Transportation, Infrastructure, Energy and Environment Committee.

Summary Background:
At the September 11 Hyattsville Environment Committee meeting, the committee adopted a motion recommending that the Council send a letter to oppose CB-053-2024 which will amend the County’s “Better Bag Bill.” The committee is opposed to the bill because they believe the amendments will render the “Better Bag Bill” less effective by:
• Eliminating the mandatory $.10 minimum surcharge for paper bags
• Allows for compostable plastic carryout bags (which only compost at high temperatures in industrial composting facilities)
• Exempts restaurants and retail from the plastic bag ban
Attached is a summary of the proposed legislation and a presentation from the Prince George’s County Chapter of the Sierra Club.
