I move that the Council authorize the Mayor to send a letter in opposition to CB-053-2024 to the Prince George’s County Transportation, Infrastructure, Energy and Environment Committee.

Summary Background:

At the September 11 Hyattsville Environment Committee meeting, the committee adopted a motion recommending that the Council send a letter to oppose CB-053-2024 which will amend the County’s “Better Bag Bill.” The committee is opposed to the bill because they believe the amendments will render the “Better Bag Bill” less effective by:

                     Eliminating the mandatory $.10 minimum surcharge for paper bags

                     Allows for compostable plastic carryout bags (which only compost at high temperatures in industrial composting facilities)

                     Exempts restaurants and retail from the plastic bag ban

Attached is a summary of the proposed legislation and a presentation from the Prince George’s County Chapter of the Sierra Club.
