I move Mayor and Council authorize the City Administrator to enter into a contract with Applied Digital Solutions, Inc. (ADS) for hardware, software and services (“the recording system) for the new communications department, not to exceed a total amount of $25,000 for a period of one year pending legal sufficiency.

Summary Background:
HPD utilizes Applied Digital Solutions, Inc. (ADS) hardware, software and services to record incoming emergency calls, and public safety radio communications. Our existing contract is scheduled to expire this calendar year. This new contract would cover the cost of new hardware, software and services to ensure reliable recording of all incoming emergency phone calls and public safety radio communications. These recordings are necessary for immediate playback in emergency situations. The playback recorder serves to assist the dispatcher in the event a message is missed or misunderstood, and the dispatcher needs to listen to the conversation immediately to determine what was said.
Additionally, recordings are necessary in protecting the city from civil liability and are necessary evidence in criminal and civil proceedings in addition to serving as a tool for meeting professional standards and quality assurance.
