I move that the Mayor and City Council authorize the City Administrator to execute the roadway transfer agreement of MD 208 (Hamilton Street) between the City of Hyattsville and Maryland Department of Transportation State Highway Administration.

Summary Background:
State Highway MD 208 (Hamilton Street) between Queens Chapel Road and 38th Avenue is an important roadway on a major City arterial that hosts critical City infrastructure and assets. Several Council members have been working with the City staff and state representatives for many years to identify areas of safe crossing, improved lighting, sidewalks, and bike lane infrastructure. Some of these priorities were outlined in the 2018 Transportation Study and the 2017 - 2021 Community Sustainability Plan.
The City Council authorized the City Administrator to begin negotiations for the roadway transfer and the development of conceptual plans for future improvements. State highway representatives ensured most of the utility systems and road repair work was prioritized and completed prior to transfer. The City staff is now working to determine other safety enhancements that can be prioritized in future years upon transfer.
The roadway transfer was initiated in April of 2023. City staff received a draft roadway transfer agreement in January of 2025.
Next Steps:
Upon Council approval, execute the roadway transfer agreement.
Fiscal Impact:
TBD- The City will plan for sidewalks, crosswalks, bike lanes and other infrastructure which will have a fiscal impact. Maintenance and repair costs will also have a fiscal impact in the out years.
