I move that the Mayor and Council authorize the City Administrator to enter into an agreement with Moore Construction for the electrical installation of one (1) digital message board at Nicholson Street and Ager Road for an amount not to exceed $13,000, pending legal review.

Summary Background:
The City Council authorized the use of ARPA funds to purchase a digital message board at the July 6, 2023 Council Meeting.
At the June 3, 2024 Council Meeting, the City Council authorized a License Agreement with Kay Management Company to install the digital message board on their Kirkwood Apartments property at 2731 Nicholson Street, which was identified as a site with high visibility to display information on City programs, services, events, and emergency notices to residents.
City staff received 3 quotes for electrical installation for the digital message board. The lowest-priced quote was missing significant detail in the scope of work, and staff recommend moving forward with the second-lowest option, Moore Construction.

Issue purchase order and schedule installation.
