I move the City Council introduce and adopt emergency ordinance 2020-04, an uncodified Ordinance whereby the City of Hyattsville confirms the authority of the City Administrator to establish a permit and license program allowing City of Hyattsville establishments to maintain temporarily areas dedicated for outdoor dining, curbside pickup, and/or the consumption of alcoholic beverages near the person's business premises, on City owned property, sidewalks, roadways, parking areas, on private property with appropriate permission, or any combination of the same during the COVID-19 pandemic.

Summary Background:
In response to COVID-19 and as part of recovery efforts, Prince George's County is preparing to enact modifications to Use & Occupancy (U&O) permits for restaurants and bars to temporarily allow establishments to (1) permit establishments with U&O that allow for outdoor seating to resume so with COVID-19 guidance practices in place and (2) permit establishments with a U&O that does not permit outdoor seating, to apply to do so.
Prince George's County will require applicants within a municipal boundary to secure approval of municipalities and secure approval for use of public right of way, parks and municipally owned property. The County will also require restaurants and bars to secure the written approval of the owners of privately owned commercial property.
