I move that the Mayor and Council authorize the City Administrator to enter into a subgrant agreement with the Metropolitan Council of Governments for the implementation of the Mobility Options Initiative to enhance transportation for older adults and people with disabilities and procurement of two (2) 19-passenger wheelchair accessible buses.

Summary Background:
In January of 2020, the National Capital Region Transportation Planning Board (TPB) approved funding for the City of Hyattsville’s Enhanced Mobility of Seniors and Individuals with Disabilities grant application, and TPB recommended that the City be awarded the total requested funding amount of $339,543.
The grant, administered by the Metropolitan Washington Council of Governments (COG), presents an opportunity for the City of Hyattsville to secure funding to enhance mobility options for seniors and individuals with disabilities by addressing barriers to transportation services and expanding available mobility services. The program provides matching grants to incentivize coordination of services. The grant provides residents with an augmented mix of transportation options that are accessible, affordable, and safe. The availability of such mobility services can fill current gaps, enhance the well-being, independence, community engagement, and sense of dignity of our residents.
The grant will enable the City to purchase two (2) 19-passenger, wheelchair accessible buses, hire a full-time bus driver, and initiate other steps to enhance transportation services for our community members. The primary target population for the Mobility Options Initiative is older adults (persons 60 and older) and persons with disabilities who reside in the City of Hyattsville.
Council adopted Resolution 2020-03 on March 2, 2020, authorizing the submission of the Grant Application to the Federal Transit Administration’s Enhanced Mobility Program.
