Schedule a Public Hearing on Resolution 2021-04:  Recertification of the Gateway Arts & Entertainment District

Suggested Action:

I move that the Mayor and Council schedule a Public Hearing on proposed Recertification of the State of Maryland Gateway Arts & Entertainment District Resolution 2021-04 for May 17, 2021 at 6:30 p.m.

Summary Background:

In 2010 when the Prince George’s County Gateway Arts & Entertainment District had to apply to re-certify its status as an Arts & Entertainment District before the State (since the designation lasts just ten years), a local resolution of support, approved by the City Council was required. 

 

The Hyattsville CDC is preparing the application for the recertification of the Gateway A&E District, which requires: 

1.            * Endorsement by Chief Elected Official (CEO)

A letter endorsing the application for re-designation signed by the Chief Elected Official (or officials, in the case of a joint application) or by the governing body of each of the political subdivisions if no elected official or officials exist.

 

2.            * Evidence of Incentives

The Resolution or Ordinance attached confirming that the county, municipal corporation, or both will offer the incentives attested to for arts and entertainment enterprises and qualifying residing artists if the request for Arts and Entertainment - Re-Designation is approved.

 

3.            * Evidence of Hearing

Provide evidence that the Town held a public hearing about the re-certification of the Arts & Entertainment  District with adequate notice and publicity. Please include a copy of the public notice, an attendance list, and minutes from the hearing. (Just like for a Community Legacy or CDBG Grant)

 

4.              * Certification of Local Requirements

Provide a letter from the attorney representing the jurisdiction(s) certifying that the resolutions, ordinances, public hearings, etc. submitted as part of the application meet local requirements.

 

5.            * Priority Funding Certification

Provide a certification from the attorney representing the jurisdiction(s) applying that the entire proposed district is a priority funding area as defined under State Finance and Procurement Article 5-7B-03, Annotated Code of Maryland.

Next Steps:

A resolution of approval will be included on the May 17, 2021 City Council agenda.
