I move the City Council authorize the Mayor and City Administrator to execute amendments to the City’s Strategic Demolition and Smart Growth Impact Fund (SGIF) agreements with the Maryland Department of Housing and Community Development (DHCD) for the purpose of funding demolition and site development activities to support the redevelopment of 5324-5334 Baltimore Avenue, Hyattsville.

Summary Background:

In 2019 and 2020, the Maryland DHCD awarded the City $250,000 in Strategic Demolition and SGIF for demolition and grading of the site to be redeveloped by Urban Investment Partners (UIP) for the Canvas (formerly Armory) project. Due, in part, to the pandemic, the project was delayed but is now ready to proceed with demolition and grading activities. The grant funds are due to expire on June 30, 2020, however Maryland DHCD is prepared to extend the grant through December 31, 2021, pending an amendment from the City of Hyattsville.

 

The City has been in regular communication with UIP’s development team and anticipates demolition activities to commence in late June 2021. Demolition and site grading are expected to continue through Fall 2021 and be completed in early 2022. Grant funding for the project is anticipated to be drawn down in early November 2021.

 

Next Steps:

Once the extension has been approved, the City will be required to amend the FY2022 budget to include the funding allocations.
