I move the Mayor and Council authorize the City Administrator to approve an expenditure with Traffic Lines, Inc. for installation of traffic calming devices on Jefferson Street cost no to exceed $120,000.00.

Summary Background:
In August of 2020 the City Clerk's office received a petition for traffic calming on the 3900 block of Jefferson Street. City staff conducted initial traffic data and confirmed that additional traffic calming was needed on Jefferson Street. Additionally, the Hyattsville Transportation Study indicated that all of Jefferson Street should be considered as a neighborhood "slow street" and prioritized for bicycle and pedestrian safe egress. As a result of this study, City staff recommended support for traffic calming measures. The initial phase of the traffic calming was to install traffic bollards and solar blinking stop signs to specific intersections of Jefferson Street. Toole Design, the City's on-call traffic engineer, was requested to evaluate all of Jefferson Street for traffic calming. The Department of Public Works (DPW) held several community meetings during this time to keep residents up to date on this plan. The second phase of the project will be to install paint and bollards at crosswalks and narrowing the street at specific areas. DPW will schedule an additional community meeting before the semi-permanent traffic calming measures are installed. In accordance with city procurement policy, we requested three (3) quotes from regional and local business sources. Only one (1) firm, Traffic Lines, Inc. responded with a price quote. We are requesting that we move forward with Traffic Lines, Inc for this work.
