I move that the Mayor and Council authorize the City Administrator to accept the Federal Emergency Management Agency (FEMA) COVID-19 Reimbursement Grant of $97,103 for prior expenses through September 30, 2021 and authorize the Treasurer to amend the FY22 Special Revenues Funds Budget to establish a FEMA Reimbursement Grant Fund and appropriate the amount not to exceed $291,309 for estimated COVID-19 vaccine and testing site costs from October 1, 2021 to June 30, 2022 which will be 100% reimbursed by FEMA.

Summary Background:
In response to the COVID-19 public health emergency, the City of Hyattsville utilized City employees, materials, and contracts and/or MOUs/mutual aid agreements to administer the COVID-19 vaccine to the public throughout the City's jurisdiction. The City of Hyattsville directly operated a vaccination site launched on February 24,2021 and a testing site that launched on June 15, 2020. The site was operated as a partnership between Hyattsville, Luminis Health, the Prince George's County Health Department, and First United Methodist Church of Hyattsville. These entities also provide facilities, equipment, staffing, supplies, communications, security, and other activities as needed for reduction of the immediate threat of COVID-19 by providing vaccination clinic facilities and associated support. The reimbursed grant amount of $97,103 is for COVID-19-related costs expensed through September 30, 2021. The amount of $291,309 is the estimated COVID-19 vaccine and testing site costs from October 1, 2021, to June 30, 2022, and are reimbursed 100% by FEMA.
