I move that the Mayor and Council authorize an expenditure not to exceed $400,000 to Toole Design for the design of West Hyattsville Road Projects phase 5 and 7, Church Alley Project, as well as several other traffic calming and road improvement projects under their existing On-Call Transportation Engineering and Design Contract.

Summary Background:

In FY20 the City entered into a contract with Toole Design to provide on-call Transportation Engineering and Design services to the City. As part of their contract Toole design group has been tasked with the planning and design of Phases 5 and 7 of the West Hyattsville Road Reconstruction project to look at pedestrian safety improvements near Heurich Park and Safety and ADA access improvements near Nicholas Orem Middle School. Toole will also be revisiting the Jefferson St traffic calming project. This new task will involve the installation of street art at one or more intersections and review of effectiveness of the temporary traffic calming and bike lane features installed in the Spring of 2022. Toole will also be working with the City to develop a traffic calming tool kit to create some Hyattsville specific standards for the implementation of traffic calming City-wide. Finally, Toole will be developing several traffic calming plans for several areas throughout the City in response to requests and complaints from Residents over the past several months.

Issue purchase order and begin working on the various tasks.
