Suggested Action:

I move that the Mayor and Council Authorize the City Administrator enter into an agreement with Biztec for the turn key installation of door intercoms, access control, and security cameras at the David C. Driskell Community Park Recreation Building, pending legal review. This expenditure is not to exceed $45,000 and is to be funded utilizing American Rescue Plan Act funds as part of the Driskell Park Renovation project as approved by Council at the April 17th, 2023 meeting. The Treasurer is authorized to make the necessary adjustments to the budget to facilitate this expenditure.

Summary Background:
Biztec is the local supplier of Verkada building security products including intercoms, cameras, and access control via the PEPPM cooperative purchasing agreement, of which the City is a member. PEPPM is a technology cooperative purchasing program serving school districts and other public agencies across the country. The existing security and access control system at the Driskell Recreation Building is antiquated and inadequate by modern standards. The new system installed by Biztec allows for cloud based control and remote monitoring of the facility as well as improving safety of the facility over the current systems. The existing systems are a collection of independent items that lack cohesive operation or control, with various items being installed in the building over 20+ years. Many of the existing components have not been supported by the manufacturers for many years and are creating gaps in the protection, monitoring, and maintenance of the facility.

Issue purchase order and schedule installation.
