ARPA: 5812 40th Avenue, Teen & Multigenerational Center Renovation - Change Order

Suggested Action:

I move that the Mayor and Council authorize the City Administrator to issue a change order to the current contract with The Matthews Group for the turn-key renovation of the 5812 40th Avenue building to house the Teen and Multigenerational Center, in an amount not to exceed $454,000. The change order will be funded utilizing American Rescue Plan Act funds as presented at the April 17, 2023, Council Meeting. The Treasurer is authorized to make the necessary adjustments to the budget to facilitate this expenditure.

Summary Background:

In Spring of 2018, City staff began investigating the option of developing a Teen Center with the first iteration being located at University Town Center. In 2019, the Council authorized the purchase of 5812 40th Ave. After the purchase was approved City staff began developing interior and exterior concepts, soliciting community input, and planning for the renovation. After COVID-19 caused some delays in the process the Council authorized the funding for the design portion of a design/build proposal in the Summer and Fall of 2021. The design was completed in the Spring of 2022 and construction started in Fall 2022. During the demolition phase it was discovered that the roof required additional repairs than originally estimated. There was a fire in the building which damaged a portion of the roof. The roof was repaired at the time however the repairs are structurally deficient and need replacing. Due to the age and condition of the existing roof a complete replacement is recommended, resulting in this change order.

 

Next Steps:

Issue purchase order and continue construction.

$454,000.00
