City Wide Compost Cart Purchase and Rollout - Change Order

I move that the Mayor and Council authorize the City Administrator to issue a change order to Rehrig Pacific Company in an amount not to exceed $110,000 for the purchase of compost carts to be distributed to all homes in the City currently eligible for municipal compost pickup. This purchase is facilitated utilizing the Omnia Partners collective purchasing agreement, of which the City is a member. The Treasurer is authorized to make the necessary adjustments to the Capital Improvement budget to facilitate this expenditure.

Summary Background:
The City began a curbside food scraps pilot program with 100 homes in 2016. After several expansions of the pilot program, and Prince George’s County moving to a mixed food scraps and yard waste collection system, the City began Citywide food scrap and yard waste collection in early 2020. After experimenting with a number of different collection methods, City staff have settled on using waste carts, similar to the ones used for solid waste collection. These carts will be easily identifiable as for compost only and will allow residents to put out their combined food scraps and yard waste for one combined pickup. Thes new cans will be delivered to residents in July 2023.
