I move that the Mayor and Council authorize the City Administrator to enter into a Cooperation Agreement with Prince George's County, Maryland, to continue participation in the County's Community Development Block Grant (CDBG) program and the Home Investment Partnerships Program (HOME) for a three-year period during Federal Fiscal Years 2024 through 2026.

Summary Background:
The County is in the process of requalifying its entitlement status as an urban county to receive CDBG and HOME Program grant funds from the U.S. Department of Housing and Urban Development (HUD) for federal fiscal years 2024-26. The County intends to use the grant funding, in part, to undertake eligible community development and housing activities that will primarily benefit low- to moderate income individuals and families residing in the County.

The cooperation agreement with the County authorizes the County to include the municipality's population with the County population and enables the City to compete for funds that meet the eligibility criteria. The City of Hyattsville opted into the County CDBG program in 2021. As part of the County's requalification process, the County is required to notify the City of its options to either continue participation in the program, terminate its participation, or participate for a in only FY24, FY25, or FY26. Participation in the County's program makes the City ineligible to apply for CDBG funds under the State CDBG program.
